The ‘Small Business Workforce Pipeline Act’ Would Boost Apprenticeships, On-the-Job Training Programs for Small Businesses

Washington, DC – Congressman Dan Goldman (NY-10) joined Congressmen Jason Crow (CO-06) and Shri Thanedar (MI-13) in introducing the bipartisan ‘Small Business Workforce Pipeline Act,’ which boosts apprenticeship and on-the-job training programs for small businesses. This legislation would strengthen workforce development in the small business sector. 

“Small businesses are the backbone of our country and New York’s economy,” Congressman Dan Goldman said. “As the nature of work and education shifts, we must take proactive approaches to ensure all New Yorkers have access to the apprenticeships and on-the-job training they and our small businesses need to succeed. We are not only investing in our local businesses but also helping our neighbors in the community gain invaluable work experience and access new opportunities. This legislation is vital for small business owners and working New Yorkers alike, and it will provide our communities and economy with a much-needed boost.”  

The ‘Small Business Workforce Pipeline Act’ would empower Small Business Development Centers (SBDCs) to provide vital information and assistance to small businesses on apprenticeships and job training programs. This legislation would also help small businesses tackle workforce challenges and connect workers to job opportunities through apprenticeship and work-based learning initiatives. 

The ’Small Business Workforce Pipeline Act' aims to support small businesses in filling their job openings by connecting them with qualified workers while promoting businesses' economic growth and success.  

Congressman Dan Goldman is committed to ensuring small businesses and their employees have the resources they need to thrive. 

To commemorate National Small Business week, Goldman convened a Small Business Roundtable to provide resources for small business owners, discuss the Inflation Reduction Act’s impact on small businesses, and answer questions from business owners on how his office and various other agencies can support them. 

Goldman also toured small businesses in New York City’s East Village to discuss the issues that they face and presented New York’s Small Businessperson of the Year, Chef Aneesa Waheed, with a Congressional Proclamation in recognition of her selection as the 2024 New York Small Businessperson of the Year by the United States Small Business Administration.  

In May, Goldman cosponsored the bipartisan ‘Employee Equity Investment Act’ (EEIA), which would incentivize employee business ownership by reducing the cost barriers that small business owners currently face when transferring ownership to their employees and empower owners to preserve family legacies and community jobs. 

Additionally, the Congressman cosponsored the ‘Child Care Small Business Insight and Improvement Act’ to increase U.S. Small Business Administration support for childcare small businesses. This bill would expand the U.S. Small Business Administration’s role in supporting for-profit childcare small businesses across the country.
