Congressman Dan Goldman Reintroduces Resolution Reaffirming House Support for the 22nd Amendment and Its Clear Prohibition on Third Trump Term

Washington, DC – Congressman Dan Goldman (NY-10) today reintroduced his resolution re-affirming the House of Representative’s support for the 22nd Amendment and its explicit prohibition on Presidents who have served two full terms from running for the Presidency again and condemning President Donald Trump’s frequent statements suggesting he could serve past the end of his most recent term.
"President Donald Trump’s repeated references to serving beyond his second term have unsurprisingly now become standard GOP orthodoxy," Congressman Dan Goldman said. "The 22nd Amendment enshrines a fundamental principle of our democracy—no president can serve formore than two terms. Yet, one political party has prioritized blind loyalty to a wannabe dictator over its duty to uphold our constitution. On the 74th anniversary of the 22nd Amendment’s ratification, I’m unfortunately forced to introduce a resolution simply reaffirming its plain meaning.
Specifically, Congressman Goldman’s resolution calls for the House of Representatives to:
- Reaffirms that the Twenty-second Amendment applies to two terms in the aggregate as President of the United States
- Reaffirms that the Twenty-second Amendment applies to President-elect Trump
Congressman Goldman’s reintroduction follows the Republican Party’s rapid, full-throated support forTrump’s recent statements alluding to a third term. Beginning during his first term in office, Donald Trump issued repeated trial ballons proposing that he could serve in office past the term limits set by the 22nd Amendment of the Constitution. Now in his second term, Trump’s continued suggestions have been accompanied by rapid acquiescence from pliant Republican politicians eager to curry Trump’s favor. Last month, Congressman Andy Ogles (TN-05) introduced a constitutional amendment allowing President Trump to serve for a third term.
During the Conservative Political Action Conference (CPAC) this month, signage depicted Trump as a Roman emperor with the caption “For Trump 2028 ...And Beyond!” At that same event, the Republican Third Term Project held a press conference to show support for Ogles' amendment proposal. The groups aims to push grassroots support for Ogles’ amendment.
Congressman Goldman has made combating anti-democratic policies and abuses of Presidential authority a centerpiece of his first term in office.
Last month, Congressman Goldman cosponsored the ‘Investigative Integrity Protection Act,’ which would prevent a sitting president from dismissing an active criminal prosecution against him or herself, including through coercion of an attorney general by the president or anyone acting on the president’s behalf.
In June, Congressman Goldman condemned the Supreme Court’s decision in Trump v. United States, which granted Trump immunity from criminal prosecution for many of the alleged crimes he committed during and after his first term in office.
In June, Congressman Goldman joined the Stop Project 2025 Task Force to counteract the Heritage Foundation’s right-wing blueprint for a future Trump administration to abuse the powers of the president. Last year, Congressman Goldman released a documentary-video series highlighting the threat that Project 2025 poses alongside 13 of his House colleagues and other subject matter experts.
