This legislation would also address the root causes of the housing crisis by embracing community land trusts, funding emergency rental assistance programs, and addressing exclusionary zoning practices.

Brooklyn, NY – Congressman Dan Goldman (NY-10), Congresswoman Yvette Clarke (NY-09), and Congresswoman Nydia Velázquez (NY-07) urged New York Governor Kathy Hochul to utilize cash reserves and monthly cash balances to close the Medicaid reimbursement gap by 2028. As New York State budget negotiations continue, this investment would improve health outcomes for Brooklyn’s most vulnerable communities, addressing health disparities caused by the Medicaid reimbursement gap. Currently, hospitals are reimbursed 30 percent less than the actual cost of delivering care to beneficiaries, leading hospitals serving primarily Medicaid beneficiaries to reduce services, resulting in worse health outcomes.
